Government Gives Civil Servants One Week to Declare Dual Nationality or Face Discipline
The Establishment Division issued an October 2 memo giving PAS, PSP, Secretariat Group and OMG officers a final week to declare foreign nationality, travel documents or a foreign spouse, after a 90-day deadline under rules notified in June expired on September 1.

Pakistan's Establishment Division has given officers of the main federal service groups one week to declare any foreign nationality, foreign travel documents or foreign spouse, and has named the disciplinary rules it will use against those who do not.
The October 2 memo
The office memorandum, dated October 2, 2026 and issued by the Establishment Division to all ministries and divisions, said a number of officers belonging to the Pakistan Administrative Service (PAS), Police Service of Pakistan (PSP), Secretariat Group and Office Management Group had still not submitted their declarations, Minute Mirror reported. Officers who miss the final one-week deadline may face proceedings under the Civil Servants (Efficiency and Discipline) Rules, 2020.
According to ARY News, provincial chief secretaries and inspectors general of police were instructed to enforce the measures, and disciplinary steps are to begin after the deadline.
This isn't the first deadline
The requirement comes from the Civil Servants (Disclosure and Prohibition of Foreign and Dual Nationality) Rules, 2026, notified on June 1, 2026. Under Rule 3(3), civil servants had 90 days to declare their own and their dependants' foreign nationality, foreign travel documents, Green Cards or permanent residency, and any marriage to a foreign national. That window ended on September 1. The Establishment Division had already sent reminders on June 4 and July 17, Minute Mirror reported.
Under Rule 3(4), failing to declare, or giving false information, counts as misconduct under the Efficiency and Discipline Rules.
What earlier declarations have shown
On September 2, a report identified 16 Federal Board of Revenue officers holding foreign citizenship, Green Cards or permanent residency: 10 in the Inland Revenue Service and six in the Pakistan Customs Service, according to Minute Mirror. Ten of them were in Grade 20 and five in Grade 19.
